Under the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 – usually called the IT Rules 2021 – large platforms must run a grievance system with short deadlines, and users who are not satisfied can appeal to a government committee whose orders the platform must follow. What does YouTube’s Grievance Officer in India do?
YouTube’s Grievance Officer is the person YouTube must appoint under the IT Rules 2021 to receive and decide complaints from users in India. The grievance mechanism covers complaints about violations of the rules and “any other matters pertaining to the computer resources” the platform makes available, which is broad enough to raise a channel termination. Large platforms such as YouTube, which the rules call significant social media intermediaries, must also give a ticket number for every complaint and, to the extent reasonable, reasons for the action taken or not taken.
Rule 3(2)(a)(i), IT Rules 2021: the Grievance Officer shall acknowledge the complaint “within twenty-four hours” and resolve it “within a period of seven days” from its receipt. The seven days apply since the amendment G.S.R. 120(E) of February 10, 2026; before that the rule said fifteen days.
Rule 3A(3): any person “aggrieved by a decision of the Grievance Officer or whose grievance is not resolved within the period specified” may appeal to the Grievance Appellate Committee “within a period of thirty days”. Rule 3A(7): every GAC order “shall be complied with by the intermediary concerned”.
The Grievance Officer route does not replace YouTube’s normal appeal. As of October 2026, YouTube’s Help Center allows termination appeals for up to one year and two appeals in that year, with a further limit per termination. Use both: the appeal answers the policy YouTube named, the grievance creates a legal clock and opens the way to the GAC.

How can you contact the YouTube Grievance Officer?
You contact the Grievance Officer through the details YouTube publishes on its India contact page (youtube.com/t/contact_us with the India country setting), which the IT Rules require platforms to display. Use that official page rather than an email address copied from a forum or video; details change, and impostors exist. A good grievance is short and specific:

The GAC is a committee set up by the Government of India under Rule 3A, consisting of a chairperson and two whole-time members, one ex-officio and two independent. You can appeal if you disagree with the Grievance Officer’s decision or if your grievance was not resolved within the seven days, and the whole procedure, including the decision, runs in digital mode.
Prepare the appeal like a short file: the termination notice, your grievance with its ticket number, the Grievance Officer’s reply (or proof that none came in time), your YouTube appeal and its outcome, and a clear statement of what you want. The GAC hears appeals about disabled accounts as well as removed content: according to LiveLaw, one of the cases the Delhi High Court sent back for a 30-day decision in 2026 concerned a disabled Instagram account. The GAC does not publish results by platform or success rates, so nobody can tell you your odds.

On October 9, 2026, the GAC portal’s live counter showed 66,090 appeals received and 14,853 disposed. According to the Internet Freedom Foundation and LiveLaw, the Delhi High Court directed the GAC several times in 2026 to decide individual appeals within 30 days, which shows both that the target is taken seriously and that it is regularly missed.
Use the waiting time well. Keep your YouTube appeal moving, do not create a new channel, and keep a dated log of every message. If the GAC is very late and the channel is your livelihood, an advocate can tell you whether a High Court petition to make the GAC decide is worth it.
Does Rule 4(8) require YouTube to warn you before removing content?
For content that YouTube removes on its own initiative, yes. Rule 4(8) requires a significant social media intermediary to ensure that, before it removes or disables access to information on its own accord, it has provided the user with “a notification explaining the action being taken and the grounds or reasons for such action”, and an adequate and reasonable opportunity to dispute it and request reinstatement. Whether that obligation also covers the termination of an entire channel has not been settled. If you received no prior notice at all, it is still worth pointing out in your grievance and your GAC appeal, phrased as a question of compliance rather than as a threat.
Can you go to court in India against YouTube?
You can, but courts are rarely the fastest route back. YouTube’s Indian Terms of Service, dated January 5, 2022, choose California law and the courts of Santa Clara County, with a fallback: if local law prevents the dispute from being resolved in California, you can file in your local courts. Writ petitions filed directly against platforms in Indian High Courts have usually failed, according to legal reporting, because the platforms are private companies and the dispute is treated as a contractual one. What should creators in India not do after a termination?
- Don’t skip the Grievance Officer. Without a grievance and its outcome (or the missed deadline), there is nothing to appeal to the GAC.
- Don’t miss the 30-day window for the GAC appeal.
- Don’t use a Grievance Officer email address from a forum or video; take it from YouTube’s official India contact page.
- Don’t pay agents who promise a GAC win, “direct contacts” at YouTube or guaranteed recovery, and never share your password or OTP.
- Don’t start a new channel while you wait. That is circumvention and can end the new channel and your chances in Second Chances.
- Don’t send threats. A calm, documented grievance is more persuasive to the Grievance Officer and the GAC.
